Challenge

How do you secure funding for a health infrastructure Mega Project for regional Queensland?

The Darling Downs region required significant hospital redevelopment to meet current and future healthcare demands. TSA Riley was engaged by Building Queensland to develop the Detailed Business Case capable of unlocking state investment for one of Queensland’s most ambitious health projects. The new $1.3 billion Toowoomba Hospital announced as part of the 2022/23 State Budget will be constructed over five years and is expected to open in the second half of 2027

Approach

As a Senior Consultant with TSA Riley, I led the development and delivery of the Detailed Business Case for Toowoomba Hospital Redevelopment.

  • Managed the relationship between the client, the health service and the Business Case team. This included architects, engineers, economists financial and commercial advisors each responsible for expert technical advice

  • Oversaw governance, risk, and assurance activities across all advisory teams

  • Transaction and contract management for all tendered work

  • Coordinated health, infrastructure, and economic analysis into one cohesive submission in alignment with the Project Management Framework.

  • Managed contracted teams, ensuring delivery met cost, time, and scope expectations

This work demanded rigorous structure, collaborative engagement, and the ability to manage competing priorities in a high-stakes environment.

 Results & Impact

  • Successfully delivered the business case securing $1.3Bn in funding from Queensland Treasury in early 2022

  • Enabled redevelopment of critical healthcare infrastructure for regional Queensland

  • Strengthened government confidence in large-scale social infrastructure projects

This project stands as one of the largest health investments in Queensland’s history, transforming care access across the Darling Downs.
