How do you transform electoral operations to better serve over 4.4 million voters across an entire state?
Ahead of the 2022 State Election, the VEC commissioned a strategic discovery initiative to explore innovation and improvement across the full electoral lifecycle — from enrolment to counting and results delivery. With trust, accessibility, and efficiency at stake, the goal was to uncover where operations could evolve to meet the expectations of a modern democratic process.
Approach
In my role as Program Manager, I led a cross-functional discovery process spanning months of preparation, planning, and execution.
Shadowed election delivery teams to map the entire electoral lifecycle
Conducted stakeholder interviews with executives, field managers, and frontline staff
Applied Lean Six Sigma and value chain mapping to highlight inefficiencies
Identified redundant materials and legacy processes across the system
This people-first approach ensured that lived experience informed every recommendation.
Results & Impact
Identified over $319,000 in redundant processes and materials
Co-created a strategic roadmap to reduce waste and increase operational resilience
Delivered recommendations to enhance staff wellbeing and electoral trust
While the financial savings were meaningful, the broader impact was even more powerful: ensuring that every Victorian voter has a more accessible, efficient, and trustworthy experience.
