BlueCare Organisational Health Initiatives 2021

The Challenge

BlueCare, one of Queensland’s largest aged care providers, was experiencing high turnover rates among personal care staff—especially in residential facilities and community care.

With aged care reforms underway and the pressure to improve service quality growing, BlueCare needed to understand and address the frontline staff experience—particularly during those critical early weeks of employment.

Approach

Working as a contractor, Hannah was engaged to support a series of organisational health initiatives focused on workforce retention and wellbeing. A key component of this work was a research and engagement process titled “The Best First Week.”

This initiative mapped the real experiences of personal carers in both residential aged care and in-home community services. The approach included:

  • Empathy mapping and interviews with new and experienced staff

  • Identification of moments of confusion, burnout risk, and support gaps

  • Capturing positive onboarding practices and peer-led learning moments

  • Development of insights and recommendations to inform future onboarding models

Insights were synthesised into a practical experience map and shared with BlueCare’s operational leaders to inform future workforce support strategies.

Results and Impact

  • Mapped the lived experience of over 40 care workers across multiple service types

  • Identified more than 15 targeted improvements across onboarding, supervision, and rostering practices

  • Delivered a staff-centred Experience Map to inform onboarding redesign

  • Provided actionable insights to support long-term retention and job satisfaction

Why It Matters

In aged care, supporting the workforce is fundamental to delivering quality care. This initiative gave leaders insight into what carers really experience—and what they need to feel safe, supported, and capable from day one. It’s a clear example of how human-centred research and reflective Discovery can drive better outcomes for both staff and clients.
