Support Torres and Cape HHS to identify gaps, risks, and operational needs for establishing a sustainable and culturally safe birthing service in Weipa by mid-2022.

Conducted extensive stakeholder engagement across regional and remote communities.
Assessed current service readiness, workforce capability, risk areas, and infrastructure requirements.
Developed findings and recommendations to inform future program delivery.

Identified critical infrastructure, workforce, and clinical governance gaps with 15 clear recommendations
Delivered strategic advice supporting Torres and Cape HHS to secure State Government support for future funding pathways.
Established an evidence-based foundation for progressing a First Nations-led birthing model by 2023.
